일본 애니메이션산업 진흥정책의 배경과 특징

Abstract

The purpose of the present study is to examine the basis or the background for the government’s policy supporting the ever-growing Japanese animation industry. Since the ani mation industry hadn’t received any strategic support from its government until its internation al recognition, more attention has been placed on the content of the strategic support. Howe ver, the present study has put more focus on the basis or the background of the development policy. Such a strategic attention to an industry might be based on its high potential for interior problems. While analyzing various tasks the industry is facing today in order to shed light on the foundation for the government’s concern, it was found that there were issues regardin g the structure of the industry and the environment surrounding the industry. The structural problem presented itself over planning, producing( aided by external funds,leveling and fixation of the products, flimsy production base) and distribution process(custom ary trade, outsourcing structure, expansion of the internet use). The environmental problem may be classified as interior factors(decreasing population,non-existing accounting standards, change in the role of TV) and external factors(emergence of south Korea and China, difficulties of overseas development, introduction of new technolo gy). In the meantime, having examined the details of the various development strategies that are being pushed forward by the Japanese government and a number of municipal governments, it seems unlikely that they would be sufficient to resolve the problems mention ed above.
