Abstract
This study examined how museums in Japan have functioned not merely as exhibition institutions but as cultural infrastructures mediating state ideology and social discourse, by analyzing their institutional transformations and shifts in historical narratives. Since the Meiji Restoration, Japan has adopted museums as institutions symbolizing modernization and civilization, establishing exhibition systems that justified imperial historical narratives. During the imperial period, museums operated as visual apparatuses rationalizing colonial rule and, under the exhibition framework, served as propaganda spaces promoting war and nationalism. In the postwar era, under the ideals of democracy and social education, museums were reorganized as public educational institutions for the cultivation and learning of citizens, a shift reinforced institutionally by the Museum Act of 1951. The subsequent revision of the Museum Act in 2022 (effective April 2023) marks a potential turning point, highlighting expanding roles of museums as contemporary cultural infrastructures, encompassing regional culture, tourism, local revitalization, and digital archiving within policy discourse. By tracing the e volution o f Japanese museums, this study examines how they have reflected the prevailing ideologies and been reshaped as instruments of cultural policy, offering implications for comparative historical research among East Asian museums and the development of shared spaces of collective memory.
