Abstract : Korea's construction industry has the highest accident and death rates among OECD countries, highlighting urgent safety management issues. Despite legal frameworks like the Construction Technology Promotion Act, safety management plans often remain formalities, poorly implemented at sites. Problems include a lack of practical involvement from subcontractors, unclear responsibilities, and insufficient pre-construction safety evaluations. This study identifies operational shortcomings and suggests institutional improvements to enhance safety management effectiveness and system revitalization.
