건설업과 광업은 산업재해 발생 위험이 높음에도 불구하고, 상이한 작업 환경과 법제도로 인해 안전관리 체계가 분리되어 발전해왔다. 본 연구는 두 산업의 위험 특성과 관리 구조를 비교·분석하고, 스마트 기술, 제도 통합, 교육훈련, 성과 기반 인센티브를 포함한 통합 안전관리 정책을 제안한다. 통합 정책은 산업 간의 지식 공유, 복합 위험 대응, 자율적 안전문화 확산을 통해 안전성과 효율성의 동시 확보를 목표로 한다.
Abstract
Construction and mining industries face a high risk of industrial accidents. Separate safety systems that address the specific working environments and legal frameworks are used. This study compared the risk characteristics and management structures of both industries and proposed an integrated safety management policy. This policy includes smart technology adoption, legal integration, tier-based training, and performance-based incentives. The proposed approach aims to improve cross-industry knowledge sharing, manage complex risks, and foster a proactive safety culture, thereby enhancing safety and operational efficiency.
