Who are the voters who have benefited from a tactical distributionof budget of the political class? There is an important literature whichseeks to explain the political criteria that underlies the distribution ofthe public spending. This article provides a study of the Mexican case. Specifically, a panel data model is estimated, providing evidence for theincidence of political criteria in the expansion of the “Oportunidades”social program during the period 2002-2010. The result of our modelshows that political turnover and a high degree of political competitioncould partially explain the municipal assignations from “Oportunidades”.
