초록
Brazil is a large emitter of greenhouse gases, where landuse change, such as deforestration, is a main source of emission. While the literature of GHG emissions in Brazil has focused on forest loss, this study extends the analysis to 26 industries, including forests. It measures the contribution of government policies and emission technologies to the variation in emissions. The analysis shows that only one of the 26 industries, petroleum/chemicals/non-metallic minerals, has seen a reduction in GHG emissions over the past 20 years due to technological and policy changes. While technology and policy changes in the agricultural sector resulted in sharp reductions in emissions during the period when forest protection policies were strongly implemented under Lula(2003~2010), emissions increased again under Bolsonaro. As a result, over the 20-year period, there was no reduction in GHG emissions from agriculture due to technology and policy changes. The analysis also found that most industries have adopted technologies or policies that have increased GHG emissions.
