본 논문은 동북아 지역공동체를 구성에 있어서 장애요인으로 지적되고 있는 민족주의의 문제를 다루고 있다. 성공적인 지역공동체를 위해서는 다양한 조건들이 필요하지만 구성주의적 접근에서는 지역 구성원이 스스로를 지역의 구성원이라고 인식하는 지역정체성을 형성하는 것이 중요하다고 본다. 동북아시아 국가들은 지리적 인접성, 한자, 그리고 유교문화로 인해 공동의 인식기반을 마련할 수 있는 유리한 조건들이 존재하기 때문에 일반적으로 동북아시아의 지역정체성의 구성은 상대적으로 용이할 것이라고 생각되어 왔다. 그러나 유럽과 동남아시아가 활발한 지역협력을 이루어 가고 있는 것과 상반되게 동북아시아는 낮은 지역협력의 수준과 낮은 지역정체성을 보이고 있는데 그 원인 중에서 핵심적으로 지적되는 것이 동북아 국가들의 높은 민족주의이다. 그러나 유럽공동체나 동남아시아의 협력사례는 민족주의가 존재함에도 불구하고 지역정체성의 구성이 가능하다는 것을 보여준다. 이는 지역 정체성은 민족주의와 충돌하기도 하지만 일정한 조건 하에서는 민족주의와 화합할 수 있는 측면이 있다는 것을 보여준다. 본 글은 유럽과 동남아시아의 사례와 비교해 보았을 때 동북아시아의 민족주의의 어떠한 문제점이 지역정체성의 구성과 공존에 부정적인 영향을 미치는지를 구성주의적 입장에서 진단하고 있다.
Abstract
This paper aims to explain the role of ‘Nationalism’ in Northeast Asia communities from constructivist perspective. Constructivism insists that regional identities are important for promoting regional cooperation. As for Northeast Asia, it is known that they could easily construct regional identities because of their geographic closeness, Chinese character and confucianism. It is believed that these similarities and common bases could create regional identities and lead the regional cooperations. However, Even if 20 years have been passed since the first meeting of Northeast Asia countries including China, Japan and Korea at Singapore, no further progress has not been made. The main obstacle for this is known as ‘Nationalism.’ Therefore, this paper exams the ‘Nationalism’ in Europe communities and Southeast Asia cooperation which allows multiple identities. Then it finds out the what kind of Nationalism is being an obstacle for constructing regional identities in Northeast Asia.
