21세기 중국 민족주의의 딜레마: 세계화와 실용주의적 민족주의의 상호관계

초록

지난 30년 동안의 경제발전에 힘입어 중국은 이제 명실상부한 국제사회의 최강대국으로 거듭나고 있다. 사회주의와 자본주의를 접목시킨 중국특색적 사회주의에 바탕을 둔 중국의 발전은 한편으로는 별다른 불안정이나 사회적 혼란없이 중국의 발전을 지속시켜주는 긍정적인 측면도 있었지만, 또 한편으로는 중국공산당의 지속적인 리더쉽에 상당한 부담으로 작용하고 있다. 지금까지는 탈냉전기의 실용주의적 민족주의에 의존하여 경제적 근대화와 공산당의 정통성이라는 두 가지 목표가 중국에서 유지되어 올 수 있었다. 그러나 중국이 세계를 상대로 강대국화되고 있는 이 시점에서 중국의 민족주의는 변화가 불가피하다. 중국은 자국의 성공적 경제발전이 국제사회에서 제대로 평가받고 그 근저에 중국공산당의 리더쉽이 있다는 점을 강조하면서 민족주의의 새로운 면모를 모색하고 있지만, 중국이 국제사회에서 강대국으로 부상함에 따라 그에 걸맞는 평가를 받기위해서는 전통적 민족주의에서 벗어나 좀 더 포괄적이고 포용적인 민족주의를 심화시킬 필요가 있다. 즉 중국의 민족주의는 세계화의 추세에 부합되는 개방적 민족주의로 거듭나야 한다.

Abstract

For the last three decades, one of the most frequently debated issues in the international relations has been the rise of China. China’s three-decade-long economic success has enabled it to grow as one of the defining elements in the global affairs in the competition with the US. China has thus far implemented its modernization and sustained its political legitimacy successfully, largely due to its skillful manipulation of pragmatic nationalism. But as China promotes itself to the status of a great power, China has to redefine its nationalism from one in terms of traditional nationalism - xenophobic and pro-development, to one in terms of more comprehensive and globalized nationalism. China should decide whether it will remain as a regional power with its traditional nationalism or it will bring rebirth as a global power with more comprehensive and universalized nationalism.
