북한 급변사태시 미국의 개입 전략 고찰: 개입 유인과 한미연합사 계획을 중심으로

미국은 한국의 동맹국이자 세계 초유의 강대국으로서 북한 급변사태 시 한국과 함께 가장 주된 개입국이 될 것인 바 미국의 개입 전략을 사전에 파악하고 검토해 두는 것은 매우 중요하고 필요하다. 미국이 북한 급변사태에 개입할 유인은 첫째, 동북아 및 한반도의 평화와 안정 둘째, 대량살상무기 통제 셋째, 주변국 통제 넷째, 대량 난민이나 대량 학살과 같은 인도적 위기 방지 등으로 요약될 수 있을 것이다. 미국의 개입 형태는 대량살상무기 통제를 위한 단독개입이 아니라면 한미연합사를 통한 형태가 될 가능성이 가장 높다고 하겠다. 한미는 북한 급변사태 시 대비 계획인 한미연합사 ‘개념계획’ 혹은 ‘작전계획’ 5029를 준비하고 있는 것으로 파악된다. 북한의 ‘불안정 정세’의 가중에 조응해 한미는 북한 급변사태에 관한 전략적 이해와 공유를 한미군사동맹의 틀 속에서 더욱 공고히 해 가야 할 것이다.
Abstract
Possibility of sudden change in North Korea grows high. Maybe sudden change in North Korea will be followed by North Korean system collapse. The United States is ally of Korea and the world’s only superpower. The United States will be the most main intervention state with South Korea. What South Korea grasps and examines intervention strategy of U.S. is very important and necessary. Intervention causes of U.S. in sudden change in North Korea are ‘stability and peace of North East Asia,’ ‘control to weapons of mass destruction,’ ‘control to neighboring countries,’ ‘humanitarian assistance’ etc.. And U.S. will intervene to sudden change in North Korea through Military ‘Operation Plan(OPLAN)’ or ‘Conception Plan(CONPLAN)’ 5029 with South Korea. As unstability situation of North Korea grows high, South Korea and the United States will strengthen more strategic understanding and sharing for sudden situation of North Korea in outline of U.S.-Korea alliance.
