중·러 군사협력과 한국 안보 정책의 도전요인

중·러 협력은 양날의 칼이다. 4,300여 km에 이르는 양국 국경은 국경선 획정, 군사 신뢰구축(MCBM) 그리고 병력 감축과 같은 조치로 인해 상당히 안정되어 있다. 양국간 지역 협력도 상당히 긍정적인 측면이 있다. 다만, 군사·전략적 측면에서 유럽과 중동에 대한 러시아의 정책 그리고 남중국해를 포함하는 동아시아에서의 중국의 행태는 많은 우려를 낳고 있다. 특히, 양국의 군사·안보 협력은 또 다른 문제인데 이는 러시아의 무기, 장비 및 군사 기술이 중국의 최첨단 전력을 구성하고 있기 때문이다. Su-35 전투기, 킬로급 잠수함, 소브레멘늬 구축함이 대표적인 사례이다. 이 글은 중·러 관계의 전략적·군사적 측면에 중점을 두고 최근 동향 및 무기·기술 이전 내역과 연합훈련 그리고 한국에 대한 함의와 대비 방향을 분석하고 있다. 양국의 군사협력은 무엇보다도 중국군 현대화, 미국 및 동아시아 동맹 체제, 남중국해, 대만해협 그리고 한반도에 다양한 영향을 미치는 중대 사안으로 인식할 필요가 있다. 이외에도 양국은 외교적 노력 및 해상연합과 같은 군사 훈련을 통해 타방의 입장을 지지하는 조치를 취하고 있다. 금년 7월 23일 동해에서 발생한 중·러 연합초계비행과 카디즈 무단진입, 러시아 군용기의 영공 침범 그리고 이에 대한 아측의 경고 사격 모두 초유의 일이었고 러시아의 카디즈 무단진입은 10월 22일 다시 발생하였다. 이 같은 초유의 사태가 수차 발생한 현재 더 중대한 초유의 사태가 일어나지 말란 법이 없다. 이것이 문제이다. 우리로서는 중·러 양국 협력에 대한 지속적인 추적과 연구 기반구축이 필요하다. 군사적으로도 최소 억지력의 확보가 이루어져야 하는데 주변국을 위협할만한 수준의 군사력이 아니라 주변국의 도전을 억지, 혹은 억지 실패시 효과적으로 패퇴시킬 수 있는 군사력이 필요하다. 중국의 부상이 우리의 안보에 도전으로 작용할 경우 우리 안보의 근간인 한·미 동맹을 더욱 활용할 수 있는 지혜가 필요한 시점이다.
Abstract
Cooperation between China and Russia is a double-edged sword. Their border agreements on troop reduction, military confidence-building measures, and border demarcation are serious and peaceful steps conducive to regional security. Their bilateral and multilateral efforts at the SCO, BRICS, G20 , and at tne UN often contribute to regional stability. Russia’s policy toward NATO and the Middle East as well as China’s behavior in East Asia are often regarded as challenges to regional security. China’s acquisition from Russia of advanced weapons, platforms, and military technologies has a wide range of regional implications. Items in this category are not limited to Su-35 fighters, Kilo-class submarines, and Sovremenny-class destroyers. According to new data, their technological cooperation also covers China’s early warning system, missile systems, stealth technology, and air/space programs. This essay assesses the regional implications of Beijing-Moscow ties with an emphasis on strategic and military cooperation. It examines implications for China’s military modernization, US alliance and partnership in East Asia, the South China Sea, the Taiwan Strait. Their joint entry on July 23, 2019 into the KADIZ and the Russian A-50s violation of ROK airspace makes clear the urgency of this issue. Korea’s active deterrence is a must, and a more flexible employment of the ROK-US alliance is a prescient measure to take.
