Abstract

This study examines how informal markets and changes in the monetary system within socialist regimes affect regime stability, through a comparative analysis of East Germany (GDR) and North Korea. While socialist states ideologically promoted production-focused policies and egalitarian principles, they continuously faced the practical pressures of meeting citizens’ consumption needs and securing foreign currency. This paper explores the structural tensions arising in consumption and monetary practices and their implications for regime legitimacy. The analysis of East Germany highlights how the institutionalization of black markets and Intershops entrenched the dominance of the West German mark and deepened social stratification in consumption. These shifts undermined the persuasive power of socialist egalitarian ideals, normalized comparisons with West Germany, and contributed to what can be understood as a “consumption revolution” that facilitated regime transition. In North Korea, marketization and expanded use of foreign currency have eroded trust in the national currency, with the 2009 currency reform failure marking a turning point where foreign currency effectively replaced the domestic currency as a store of value and medium of exchange. Unlike East Germany, North Korea has maintained strict separation from South Korea, preventing consumption disparities from translating into direct political comparisons. The study shows that the North Korean regime partially utilizes markets while combining consumption nationalism with strategies of external isolation to slow potential regime collapse. Nevertheless, marketization and consumption stratification have shifted residents’ behavior from mere survival toward the realm of personal preference, a trend likely to remain a source of structural tension within the regime.
