Abstract

This study analyzes the protracted nature of the Israel–Hamas war through the lens of war termination theory and evaluates the central challenges of recent Gaza peace initiatives. Drawing on existing literature, the analysis focuses on four key determinants of war termination: (1) the presence of a clearly defined end state and a coherent termination strategy, (2) the nature of the issues at stake, (3) the political incentives of leaders, and (4) the role and bias of external mediators. Applied to the Israel–Hamas case, the study identifies several factors that have hindered conflict termination. First, although Israel articulated a clear end state, divergences with its principal ally, the United States, constrained both military operations and progress toward that end state. Second, the conflict’s value-based character hardened the positions of both parties, reducing the political space for compromise. Third, Prime Minister Netanyahu’s domestic political incentives contributed to prolonging the war and increasing the risk of escalation. Fourth, mediation efforts indicate that a partially biased actor—former President Trump—exerted greater influence on Israel’s willingness to enter cease-fire negotiations than a more neutral mediator such as President Biden. Based on these findings, the paper assesses the Trump administration’s Gaza peace initiative, concluding that although it succeeded in facilitating a temporary halt to sustained hostilities, it faces significant structural limitations in achieving its intended end state. As a result, intermittent clashes and persistent instability are likely to continue.
