교육전문대학원 도입 방안의 검토와 과제

이 연구는 최근 제안된 교육전문대학원 도입 방안을 비교 분석하여 문제점으로부터 향후 정책방안 수립에 있어서 재검토되어야할 사안과 과제를 제시하고 시도된 것이다. 이를 위해 전 정부까지의 방안들을 교육전문대학원 설립과 관련된 30여 편의 선행연구를 중심으로 그 특징 및 한계를 검토하였다. 현 정부 하에서의 주요 방안으로는 국회 교육전문대학원 법제화 관련 세미나(2008.11.17), 국립사범대학장협의회 공청회(2009.1.30), 그리고 전국교육대학교총장협의회 세미나(2009.4.10)에서 제안된 방안을 주요 분석대상으로 하였다. 이들 방안은 각각 현 정부가 발주하여 보고된 정책과제, 사범대학의 입장, 교육대학의 입장이라는 관점에서 이해 당사자간의 비교를 위해 선정된 것이다. 교육전문대학원 도입 방안에 대한 분석은 체제분석 모형을 원용하여 제도 도입의 동인으로서 교원 수급 상황, 교원양성 법제의 문제, 정부의 양성정책과 선행 연구의 논의를 다루었다. 최근 방안의 내용을 학생, 교원, 교육과정 측면에서 논의하였고, 양성 방안의 기대효과인 자격 및 임용관리의 측면에서 개선과 문제점을 검토하였다. 기타 방안 수립의 환경적인 변인으로 작용하는 이해 당사자 집단과 양성기관이 처한 사회적 요구를 중심으로 논의하였다. 결론에서는 연구과제에 대응하여 교육전문대학원 도입의 동인, 방안의 내용, 기대효과 측면에서 정리하였고, 문제점을 기반으로 향후 방안 수립 시 고려되어야 할 과제를 제시하였다. 중등교원 양성체제의 일차적인 정비, 제도도입에 따른 반사적 불이익자에 대한 고려, 자격 및 임용 검정과의 연계, 학위과정의 정체성 확립, 양성과 연수 기능의 연계, 그리고 법제화 과제 등을 제시하였다. 이어 후속 연구 및 병행되어야할 조건에 관한 정책 제언을 하였다.
Abstract
The purpose of this study is to present the merits or demerits and suggest the tasks which I derived from analyzing of the some suggestions for the Professional Graduate School of Education(hereinafter referred to as PGE). For this purpose, this article consist of analyzing of the policies of the former governments, the plans of preceding researches, and the latest three suggestions. The three suggestions is the result of Dr. Kim's research(government funding), the suggestion of the council for dean of teacher college, and the plan of the council for president of education university. Each suggestion is representative of government and each teacher education institution's point of views. The PGE plan has been regarded as one of the alternative suggestion which solve the problem of teacher professional development. The type of PGE is divided into four. It's 6 year system, 2+4 year system, 4+2 year system, and compound system. Institution of elementary school teacher education prefer to the 2+4 model, while secondary institution choice the 4+2 model. The current government' basic policy of teacher education base on the structural reform for efficient university. At the chapter Ⅵ, the three suggestions for PGE is criticized at perspectives of system analyses. The chapter is composed of the backgrounds of PGE and some issues. The model of 2+4 type is help to guarantee of teacher's professionalism while 4+2 type to maintain the open system of teacher education. And, the some issues are pointed out as follows, difference between institution of elementary vs secondary school teacher education, reforming the sub-institution or course of teacher education, resetting the new role of Graduate School of Education, appointment of the PGE graduate, and the permission or accreditation of PGE. As a conclusion, this study pointed out six tasks. The premise of discussion is to clear the concept of 'teacher's professionalism'. The most important point is to reform the system of secondary school teacher education from excessive open system to duly limited system. The other points are reducing the sub-institution or course, admission of PGE and certification of teachers, the prevention of degree mill, connection of teacher education and training, and securing the autonomy at the PGE law.
