교원양성체제의 개편 방향과 전략의 탐색

본 연구는 교원양성체제 개편이 정책의 합리적 근거에 의해 추진될 수 있도록 관련 배경을 고찰하고, 기존의 개편방안들을 합리적인 정책모형에 따라 재구조화하여, 그 방안들이 점진적이고 체계적으로 실행될 수 있는 방향과 전략을 탐색하는데 목적이 있다. 교육인사행정 과정의 단계와 원리 그리고 사회체제론의 요소와 원리를 활용하여 양성체제 개편을 위한 정책모형을 도출하고 기존의 개편방안들을 모형의 요소별로 나눠보았다. 정책모형에 따라 양성체제개편을 추진하고자 할 때 기본방향은 자율과 책무 그리고 전문성의 이념 조화, 정책의 합리적 기반 확충, 전략적 추진으로, 정책의 목표는 자율과 책무를 통한 교원양성교육의 전문성 제고로 설정하였다. 이러한 방향과 목표에 다라 양성체제 개편을 위한 추진전략은 단기적 전략으로 우선순위가 높은 방안을 단계적으로 추진하고, 방안의 연계와 결합에 의해 추진하며, 양성체제 개편을 위한 중장기 종합계획의 수립과 정책추진체계의 재구성이 필요하다고 하였다. 한편, 중장기 전략으로는 교원양성체제의 전반적인 재구조화를 종합적인 계획에 따라 추진하며, 교원정책 전반의 운영구조 변화를 모색하는 것이다.
Abstract
This study was intended to explore policy directions and strategies to reform pre-service education of teachers based on a rational policy model. It drew a policy implementation model from an in-depth review of the principles of and steps taken in the process of personnel administration in education, and principles and elements of social systems theory. It was suggested that, in the process of renovating pre-service education to fit the model, autonomy, accountability, and professionalism be adopted as the basic policy directions, and that improving the professionalism of pre-service education be established as the policy goal. Based on such policy directions and goal, the following short-term and long-term strategies for policy implementation were recommended. Short-term strategies include ① implementing measures step-by-step according to priority, ② considering linkages and couplings between measures, ③ establishing a comprehensive plan to reform the pre-service education system, and ④ restructuring the policy implementation system. On the other hand, long-term strategies comprise ① restructuring the pre-service education system based on the comprehensive plan and ② changing the overall structure of teacher policies.
