전문가학습공동체 운영사례와 정책적 시사점 - 미국‘Cottonwood Creek School'의 실천을 중심으로 -

본 연구는 최근 학교구성원들의 전문성 개발과 학교 교육력 제고를 위한 방안의 하나로 주목받고 있는 전문가학습공동체(professional learning community)의 실천 사례 분석을 통해 우리나라 교육정책에 주는 시사점을 도출하는 것을 목적으로 한다. 이를 위해 먼저 전문가학습공동체를 이론적으로 살펴보고, Hord가 제시한 전문가학습공동체 다섯 가지 속성을 중심으로 미국 한 초등학교의 실천사례를 구체적으로 분석하고 이를 토대로 우리나라 교육정책 개선에 주는 시사점을 도출한다. 운영 사례 분석 결과를 토대로 우리나라 교육정책에 주는 시사점을 제시하면, 학교장은 학교구성원들의 리더십 개발을 적극 지원하고 학교구성원들과 동료적 관계를 구축할 필요가 있으며, 교사들의 수업활동을 개별적 방식이 아닌 협력적 학습과 적용 방식으로 전환시키고, 이러한 측면을 지원할 장학전담요원(instructional guide)을 학교에 둘 필요가 있다. 그리고 학교변화를 위한 가치와 비젼은 모든 학교구성원들의 적극적 참여를 통해 설정될 필요가 있으며, 학교구성원들에게 함께 학습하고 토의할 수 있는 충분한 시간과 장소, 자금이 제공되고, 정보공유를 위한 원활한 의사소통 시스템이 구축되어야 한다. 또한 교사들의 학습과 전문성 개발을 위해 교사들 간의 수업 및 교실 공개가 더 활발하게 이루어질 수 있도록 지원을 강화할 필요가 있다.
Abstract
The purpose of this study is to analyze the professional learning community case, Cottonwood Creek School, in America and get the policy implications to Korean educational policy. For this purpose, first, the theory of professional learning community, especially the historical development and characteristics, was examined. Secondly, the professional learning community case, Cottonwood Creek School, was analyzed, based on the 5 properties of the professional learning community, ① shared values and vision, ② collective learning and application of learning, ③ supportive condition, ④ supportive and shared leadership, ⑤ shared personal practice, advocated by Hord, S.(1997). The main findings of this study are as follows: First, the staff including principal need to support the development of leadership of the people in charge of the school education and nurture the collegial relationship with them. Secondly, Educational activities need to be done not by individual approach but by collaborative approach, with hiring the instructional guide. Thirdly, The vision and goal of school education need to be set up by participation of all of the peoplel in school. Fouthly, The people in school need to be provided with the sufficient time, space, money and communication system. Finally, The teachers need to open their classrooms and educational activities frequently and autonomously.
