중등 교원정원 결정을 위한 지역군집모형 개발

이 연구는 시․도교육청의 적정한 교원인력수급을 위해 장기예측이 비교적 용이하고 안정적인 학생수를 기초로 지역여건을 고려하여 정확한 교원수요를 예측할 수 있는 시․도교육청의 교원정원 산정모형을 개발하는 데 목적이 있다. 학교알리미 교육정보공시서비스(http://www.schoolinfo.go.kr/index.jsp)에서 검색하여 중학교 3,105개교(99.97%), 고등학교 2,221개교(99.82%), 총 5,326개교(99.89%)를 수집하여 16개 시․도교육청, 180개 교육지원청으로 분류하였다. 그리고 180개 교육지원청은 지역특성과 학생특성을 결정요인으로 군집분석을 실시하여 광역도시형 7개, 대도시형 18개, 중도시군 25개, 소도시군 24개, 농산어촌군 106개의 5개 지역군으로 유형화하였다. 분석결과, 첫째, 크기별로 분류된 교육지원청의 시․도별 분포 형태를 보면 특별/광역시는 제1 ,2, 3군에 집중되어 있고, 도는 제4, 5군에 집중되어 있다. 농산어촌형 교육지원청이 절반을 넘어 국가수준 관리가 필요하다. 둘째, 과거 학급수 배정방식의 학생수용지표에 의해 교원정원을 산정했던 방식을 이용해 교원정원의 증원을 유도했던 시도교육청은 효율적 교원정원 운영을 위한 자구노력이 요구된다. 따라서 교원정원 운영의 효율화를 위한 자구노력을 유도하기 위해서는 장기예측이 비교적 용이하고 안정적인 학생수를 기초로 지역여건을 고려한 시․도교육청의 교원정원 산정모형으로 교원정원을 산정해야 한다. 개발된 교원정원 산정모형은 시도교육청의 교육여건을 반영하고 새로운 교육환경에 탄력적으로 대응하며 교원인력 운영의 책임성을 확보할 수 있다.
Abstract
The purpose of this study is to develop a regional cluster model for estimating the number of secondary teachers. In this study, the informations on Educational Information Sharing Service(http://www.schoolinfo.go.kr/index.jsp) of 5,803 elementary schools and 5,326 secondary schools was collected. Five thousand, eight hundred and three elementary schools and 5,326 secondary schools was classifies with District Offices of Education. The unit of analysis was 180 District Offices of Education. Statistical analyses were completed using SAS(9.1) for descriptive analysis, cluster analysis and correlation analysis and RATS(6.35) for regression analysis. This study developed the number of teachers estimating model by students considering regional conditions. Up to the present, conclusions based on the result of this study were as follows :1) Over half of District Offices of Education need the national level support because of losing economics of scale. 2) Formular distribution of teachers by the number of classes isn't fit. Proper distribution of teachers in each office of education needs to be supplemented by the number of students and so on. 3) Criterion of the model estimating the number of teachers should change students per class for students per teacher, to assign reasonable the number of teachers by Metropolitan and Provincial Offices of Education. According to the results of this study, we can recommend that in the under-quota local areas the number of teachers must be recruited first of all and in the over-quota local area the master plan about the expecting need of future educational administrative services must be rearranged. The criteria of how to allocate the man powers to Metropolitan and Provincial Offices of Education within the total quota of local level must be made as soon as possible. For this to work we must construct the basic database about the need of teachers through assessing the task load of every level of teachers. This study contributes to the body of literature in what is considered a relatively new area of study.
