초등 신규교사 배치로 살펴 본 교사쏠림 현황과 특성

본 연구는 최근 5년간 경상북도 내 공립초등학교에 배치되는 신규 교사 현황을 통해 나타는 교사쏠림 현상을 살펴보고자 하였다. 각 지역의 교육, 근무 여건 및 지역 격차지표를 분석하여 쏠림 현상의 원인과 특성을 알아보고자 하였으며 신규교사 배치 비율과 5년 미만 교사 비율 및 지역별 평균 경력을 통해 쏠림 현상이 나타나는 지역을 살펴보았다. 근무 여건을 살펴볼 수 있는 특성으로 6학급 이하 학교 수, 주당수업시간시수, 교사 1인당 학생 수, 도서벽지학교비율, 남자교원비율을 선정하였고, 지역 격차 지표로 인구밀도, 재정자립도, 도시화율, 국토계수당 도로보급률을 선정하였으며 그 결과는 다음과 같다. 첫째, 경상북도 내 특정 지역을 중심으로 최근 5년간 신규 교사가 다수 배치 받아 저경력 교사 비율이 높은 지역이 있었다. 둘째, 교사 근무 여건과 같은 물리적 특성은 교사 쏠림 현상과의 관련성이 낮은 것으로 나타났다. 셋째, 도서벽지학교를 중심으로 남자교원 비율이 높으며 대구광역시를 중심으로 여교원 비율이 높은 것으로 나타났다. 넷째, 신규 교사 쏠림지역과 특정 지역 격차 지표와는 일정한 관련성을 가진다. 본 연구를 통해 지역별 교사쏠림현상이 지속적으로 나타나고 있음을 알 수 있었으며 이를 해소하기 위한 정책적 자료로 활용될 수 있다는 의의를 가진다. 하지만, 인사 자료와 같은 개인적 자료 및 학업성취도 자료와 같은 비공개 자료로 인해 쏠림 현상의 부정적 효과와 특성을 파악하는데 한계를 가진다. 추후 쏠림현상의 구체적 원인 분석과 쏠림 현상으로 인한 교육적 효과에 대한 연구가 진행될 필요가 있으며, 교사쏠림 현상을 완화할 정책적 제도가 마련될 필요가 있다.
Abstract
The Purpose of this study is to analyze the issue of Teacher Sorting, and the uneven distribution of teachers, in the public school sector of GyeongSangBuk-Do. This study investigated how beginning teachers are appointed to each public school in GyeongSangBuk-Do. The data include five-years longitudinal information of the beginning teachers’ appointment pattern from 2011 to 2015. Until now, There is little information about whom is appointed to specific city in GyeongSangBuk-Do and where beginning teachers have been appointed. Teachers are rotated based on the school rotation policy attributed to their seniority and their preference. Thus, many teachers can select the schools and cities with good conditions but the beginning teachers have no option to select the city of their preference. This research found that the beginning teachers tend to concentrate on the specific cities, but the senior teachers move to the cities which located near Daegu or to schools that give points for their promotion. Other working conditions does not have an influence on teachers’ moving. To relieve this problem, the office of education should change the Rotation Transfer System, which is the main reason why teachers are unevenly distributed. there is a need to adopt and enforce the mitigation plan for teachers unevenly distributed.
