지방자치와 자치구 세출결정요인에 관한 연구 - 서울시 25개 자치구를 대상으로 -

Abstract

The purpose of this paper is to analyze expenditure determinants on the local districts of Seoul due to local autonomy. Based on the related theory and previous researches, analytic model and methodology were constructed and analysis was condoned by using statistical package, SPSS/win program.The major findings of this research are as follows: (1) Settled Expenditure of General Accounts by Gu per capita has grown after local autonomy of 1991. Concretely, Total expenditure, General administration and Social development per capita have grown, reversely, Economic development per capita has been stagnant. (2) Statistically meaningful variables affecting Total expenditure per capita were found as fiscal incrementalism, capacity and dependency(positive effects). (3) Statistically meaningful variables affecting Social development per capita were found as the local chief executive election(dummy variable), fiscal incrementalism, capacity(positive effects) and dependency(negative effects).In conclusion, local autonomy has had positive effects on the growth of Social development, conversely, negative effects on the growth of Economic development. That means that local governments has eagerly responded to the residents' desires and needs. Therefore, economic infra-structure construction should be put on emphasis for the future generation.
