Abstract
Korea Local Public Expenditure (especially Social Development Expenditure) explicitly expands its level in the 2000s. But there was an argument whether Social Development Expenditure's character is investment expenditure or exhaustive expenditure. Thus this thesis looks over Social Development Expenditure's statistics in order to make clear its character. As a result of the analysis, the current expenditure such as Wages & Salaries, Use of Goods & Services and Expenses Transfer is smaller than investment expenditure, Capital Expenditure for instance. And lag analysis of Social Development Expenditure to G.R.D.P. per capita and local tax per capita said that the Social Development Expenditure affect local economy at the 5~7th year. Therefore, Social Development Expenditure is investment expenditure.
