수요함수 추정에 기초한 지방 복지지출의 효율성 평가 :도시지역과 비도시지역의 비교를 중심으로

최근 지방세출 중에서 사회개발비의 비중이 가장 높게 나타나며 그 증가율도 높은 것으로 드러났다. 따라서 지방자치단체의 복지지출을 대표하는 사회개발비의 집행이 얼마나 효율적으로 이루어지고 있는지 점검하는 작업이 필요하다는 판단 하에, 본고는 지방 사회개발비를 교육문화지출과 사회복지지출로 재분류한 후 그 수요함수를 추정하였다. 또한 도시지역과 비도시지역의 복지지출이 서로 다른 요인에 따라 집행되는지 알아보기 위하여 권역별 분리추정도 시도하였다. 분석 결과, 도시지역의 교육문화지출을 제외한 나머지 지방 복지지출은 자체재원과의 관계가 바람직하지 않게 나타났으며, 단순하게 인구 수준에 따라 가장 많은 부분이 결정되고 있었다. 따라서 지방 복지지출이 지방세와 같은 자체재원에 따라 집행되어 지방정부의 자율적 정책이 가능할 수 있도록 다양한 접근이 필요할 것으로 판단된다.
Abstract
study has evaluated the efficiency of local Social Development Expenditure in Korea. Before the analysis was started, this study divided the local Social Development Expenditure into two types, the Education & Culture Expenditure and the Social Welfare Expenditure. Demand functions of local public services(Education & Culture service and Social Welfare service) were estimated by applying a panel data analysis. The results of analysis prove that the tax prices turn out to be inadequate for using these local public services(except the case of metropolitan area's Education & Culture service). According to this analysis, it is necessary to reform the local tax system which raises the correspondent relations between the local tax and local Social Development Expenditure in Korea. And it will also be required to reform the revenue system among central government and local governments.
