서울시 건축심의제도의 운영상 문제점과 개선방안 연구:최근 2005년~2006년 서울시 건축심의를 중심으로

서울시는 도시건축의 정체성 확립과 도시미관 향상, 공공성 확보 등을 위한 제도적 수단으로 1974년 이래로 건축위원회 심의제도를 통하여 대형 건축물에 대한 심의를 하고 있으며, 이러한 건축심의는 제도상으로나 기능면에서나 서울 도시환경의 수준향상에 중요한 역할을 수행하고 있는 것은 분명한 사실이다. 그러나 상황에 따라 유동적으로 개선안을 내놓으며 현실에 맞는 심의제도가 운영되도록 노력해 왔음에도 불구하고, 여러 가지 여건상 이러한 심의의 목적과 취지를 완전히 달성하지 못하고 있는 점 또한 현실이다. 이에 본 연구는 서울시 건축심의 변천과정을 고찰해 봄으로써 서울시의 건축과 발전방향에 대한 총체적인 안목을 제시하였고, 이에 서울시 건축심의제도에 대한 운영상의 문제 제기사항을 현 시점에서 살펴 보았다. 이러한 문제제기 사항에 대한 심도있는 문제점 파악을 위해 심의지적사항의 내용 분석과 기존에 사용되었던 그룹간의 인식 및 견해 차이를 설문조사를 통해 분석하였다. 이와 같은 분석을 통해 앞으로 서울시 건축심의제도가 지향해야 할 개선방향을 건축위원회 역할에 대한 재정립과 건축심의제도 및 운영에 대한 개선사항으로 제언하였다.
Abstract
City of Seoul reviews most of large scale building projects in order to establish its urban identity, to guide harmonious development and to enhance its public value. The design-review has taken a great part to improve the value of the city environment. However, even though the City of Seoul has tried to operate the flexible and realistic design-review system, the aim of the review could not be completely achieved due to various circumstances. Here, for the betterment of its current architectural design-review process, which will be appropriate to the city's various situations, we first illuminate its architectural design-review process by closely researchon how the review processes of large scale buildings have been conducted and developed for last several decades. By analyzing its existing review processes and their pros and cons based up textual research and survey of the participants, we then present its problems and reasonable alternatives to the existing ones in order to cope with new emerging challenges of today
