Abstract

current “Reviews on Environmental Aspects in Urban Management Planning” has been applied based on national law of land-use plan. The basic idea is to make sure that a paradigm such as an environmentally-friendly and sustainable development is reflected in conducting various kinds of urban management planning. Thus environmental pollution, climate change, ecological system, and environmental impact assessment should be examined in the process of urban management planning. The fundamental aims of this study are twofold: (1) evaluation of environmental reviews in various kinds of urban management planning in Seoul, and (2) providing institutional and administrative proposals for reviewing environmental aspects in process of urban management planning, with a revised guidelines for future applications, thereby making it more efficient. In this study, proposals for the environmental reviews in urban management planning are recommended including institutional improvement options, administrative and practical options, and revised guidelines for the environmental reviews. In particular, “practical guideline showing reviews on environmental aspects in urban management planning in Seoul.” is presented. These include 1) the purpose and revision of the definition of environmental review, regarding Seoul’s characteristics and environment, 2) enacting a provision on environment review in seoul city ordinance, 3) adjusting rating units and indicators in terms of planning types, 4) modifying ways of reviewing environmental aspects. 5) introducing screening and scoping method, and 6) preparing feed-back and monitoring system.
