도시개발사업에서 환지방식 선호경향에 관한 연구

본 연구의 목적은 토지 소유자의 특성에 따른 환지방식 도시개발사업의 선택경향 및 환지방식 선택에 영향을 미치는 요인을 분석하는 것을 목적으로 하였다. 이를 위해 환지방식 사업 대상지 내 토지 소유자를 대상으로 토지 소유자들의 기본특성과 소유 토지 특성, 선호하는 토지 부담률을 설문과 토지대장, 인터넷사이트를 통해 구축하고 1차적으로 설문조사 결과에 따른 토지 소유자들의 환지방식 선호경향을 분석하며 설정된 변수를 가지고 로지스틱 모형을 구축하여 분석하였다. 분석 결과, 토지 소유자의 연령이 높을수록, 소유하고 있는 토지의 위치가 주거지역일 경우, 토지를 오랫동안 소유하고 있을 경우, 소유하고 있는 필지의 공시지가가 낮을 경우, 환지방식에 대한 기본적인 이해도가 높을수록 환지방식에 대한 선호경향이 높은 것으로 나타났다. 따라서 사업 시행자는 이러한 토지 소유자의 특성과 토지소유 특성을 파악하여 환지계획 시 계획변수로 고려하여야 할 것이다.
Abstract
The purpose of this study was to analyze the factors affecting land owner's preference of the replotting method in urban development project. This study conducted a survey for the land owners in the replotting urban development project zones to analyze their demographic variables, the characteristics of their land ownership and their preferred ratio of land subtraction, while surveying their land registries and searching for the relevant Internet sites, and thereupon, analyzed a logistic model constructed with the results of the survey and the variable pre-set. As a result of the analysis, it was found that older land owners, those owning their land parcels in the residential zones, those owning their land parcels longer, those owning the land parcels of lower official prices and those better understanding of replotting method, tended more to prefer the replotting method. Accordingly, developers are obliged to take into consideration such land owner's demographic variables and the characteristics of their land ownership when planning the replotting.
