이 연구의 목적은 대학-지역사회 파트너십을 통한 지역재생을 도모한 미국 연방정부의 커뮤니티아웃리치 프로그램의 사례연구를 바탕으로 한국의 지역개발에 대한 새로운 접근방식으로서 대학-지역사회 파트너십의 가능성을 고찰해 보는 것이다. 커뮤니티 아웃리치 프로그램은 대학의 사회적 역할 제고 및 지역사회 참여를 통한 지역문제 해결을 목표로 하는 연방정부의 재정지원 프로그램이다. 이 논문은 미국의 도시재생과 관련된 정책적 변화의 맥락 속에서 커뮤니티 아웃리치 프로그램을 소개하고, 일리노이 주립대학교 시카고 캠퍼스(UIC)의 지역사회협력프로그램(UICNI) 사례연구를 통해 커뮤니티아웃리치 프로그램이 대학과 지역에서 조율되고 실현되는 과정을 보여 줌으로써 대학-지역사회 파트너십을 통한 지역재생에 있어서 예상되는 어려움과 이들의 해결과정이 주는 시사점을 제시한다. 마지막으로, 미국과 같이 지역사회프로그램에 대한 민간재단의 재정지원을 기대할 수 없는 한국의 실정을 감안하여 대학-지역사회 파트너십을 통한 지역재생프로그램 모색에 공공의 재정지원을 제안하고, 기존에대학에서 개별적으로 수행해 온 각종 지역사회개발 관련 사례에 대한 체계적 연구를 통한 대학의 역량점검 및 실증적 연구의 축적을 앞으로의 연구과제로 제시한다.
Abstract
This study introduces the university-community partnership program in the US, and proposes the university-community partnership as an alternative approach to community development in Korea. It first examines the background of community-university partnership in the US, which was initiated by the Federal Government as part of the Community Outreach Program to revitalize slums around urban universities. Based on a case study of the UIC Neighborhood Initiative, this paper discusses what one can learn from its experiences. Considering the absence of private foundations that fund community development projects in Korea, the study proposes government provide financial and administrative supports for community development through the university-community partnership. It also suggests that future researchers take on empirical studies examining the roles that universities have played in community development in Korea.
