미국 대학의 방과 후 비교과 아웃리치 프로그램 탐색 연구

이 연구는 대학이 학생에게 제공하는 비교과 프로그램을 넘어서, 학생을 위한 교육활동이 지역사회로 확대되고, 나아가 지역사회 발전을 위한 교육활동을 제공하여야 한다는 필요성에 기인하였다. 이를 위해 대학에서의 비교과 활동이 방과 후 지역사회와 연계하여 활성화되고 있는 미국 대학의 아웃리치 프로그램을 분석하였다. 연구 방법으로는 아웃리치 개념과 정책을 이해하기 위한 문헌분석법과 대학 사례를 선정하여 분석하는 사례 분석법을 사용하였다. 주요 연구 내용은 대학 확장과 아웃리치의 개념 및 비교과 활동 유형의 일환으로 미시간 주립대의 아웃리치 프로그램 특징, 운영 체계, 현황 등을 분석하였다. 연구 결과 미시간 주립대학은 아웃리치 프로그램을 기존과 같은 봉사 위주의 활동으로만 보지 않고 대학의 주요 기능인 교육, 연구, 봉사를 통합하는 정규교육 과정에서의 효과와 같은 성과를 가져다줄 수 있는 교육활동으로 간주하고 있었다. 이에 근거하여 미시간 대학은 지역사회와 연계에 있어 캠퍼스 기반 활동과 지역사회 기반 활동을 구분하였으며, 대학 내 전담 조직을 구축하였고, 교수와 학생의 활동을 지원하는 체계적인 행정 시스템을 제도화하고 있었다. 이러한 결과를 바탕으로 우리나라 대학에서 방과 후 비교과 활동이 아웃리치 프로그램의 특성을 반영하여 지역사회 및 소외 계층을 찾아가는 적극성이 강화된 협력 모형을 개발하고 이를 활성화하 하는 방안을 제언하였다.
Abstract
This study is based on the necessity that universities' extracurricular programs should expand beyond educational activities for students to local communities, and furthermore, universities should provide educational activities for the development of local communities. To this end, the outreach programs of U.S. universities, in which non-curricular activities at universities are active in connection with the community after school, were analyzed. The research methods included a literature review to understand outreach concepts and policies and a case study to analyze selected university cases. The study analyzed the characteristics, operating system, and current status of Michigan State University's outreach program as part of the concept of university expansion and outreach and the types of extracurricular activities. This study found that MSU considers the outreach program as an educational activity that can bring about the same results as the regular curriculum. Thus, MSU established a dedicated organization within the university, and institutionalized a systematic administrative system to support the activities of professors and students.
