Abstract

This paper investigates both federal government-led and university-led university-community collaboration programs for community development in the U.S. As the U.S. federal government-led university-community partnership programs, Office of University Partnership programs, Community Outreach Partnership Center programs, and Community Development Block Grant program are explored while community service programs of both Johns Hopkins University and University of Pennsylvania are examined as university-led university-community partnership programs. The federal government plays an important role in determining the direction of university-community service programs and provides funds for universities especially located in communities in which minorities and marginalized social groups are spatially concentrated. In addition, through the CDBG program, the federal government gives grants to state and city governments to run a wide range of community development programs that are directed toward revitalizing or rejuvenating communities, generating jobs, and building viable and sustainable communities. Based on the notion that both university development and community development are closely intertwined, university-led community service programs in the U.S. put emphasis on the formation of university-community partnerships and networks. Most university-community collaboration programs focus on solving the complex and interconnected socioeconomic problems of communities, including education, health care, welfare, employment, housing, and other community-unique issues. Successful university-community partnership programs for community development are commonly characterized by a high degree of autonomy of participant groups in the processes of decision-making, the enhancement of local governance through active social networking among partners and social capital building at a local scale, and the augmentation of collective community identities.
