Recently, activities of land-monitoring for the land managing, utilizing and planning are becoming important. The basic land survey regulated by current legal system is simple to be applied by land-monitoring. However, effective use in the establishment of national land planning is insufficient because current basic land survey has been executed perfunctorily and interruptedly. In this study, the status of land-monitoring is identified in the current land planning system and law system is considered for the land-monitoring applications. Finally, the implications are drawn by requirement analyses for land-monitoring to vitalize spatial information business with in-depth interview and on/off-line survey.
