주택재개발사업의 조합원 분양가격의 평가인자에 관한 연구: 서울시 주택재개발 사례를 중심으로

본 연구는 도심 노후주거단지의 주택재개발사업에 있어 조합원 분양가격의 평가를 위한 인자에 관한 연구로서 서울시의 재개발사업에 있어 요구되는 종후아파트 조합원 분양가격의 평가항목을 계층화하고, 항목별 중요도를 산정하였다. 분석결과, 종전자산 평가액이 조합원들 간의 종전자산 평가에 대한 객관적인 가치를 나타내는 중요한 항목으로 제시되었고, 사업추진과정에서 재개발사업의 사업성 또는 비례율과 함께 공사비 항목이 차순위로 중요한 것으로 나타났다. 또한 조합에서는 조합원, 건설사, 대출기관 등과의 협의를 통하여 금융비용 조달 조건에 대한 적합성과 함께 구체적인 예비비 산출과 협력업체와의 의사소통이 중요한 것으로 파악되었다. 이를 통해 본 연구결과는 주택재개발사업의 실질적인 평가항목의 주요 정보로서 향후 재개발사업의 사업성 평가의 판단지표로 활용될 수 있을 것으로 기대한다.
Abstract
This study intends to define the evaluation items of the selling prices of the apartment houses after redevelopment for the landowners, and to estimate the importance of each evaluation item by the factors. The analysis results reveal that the amount of former property appraisal was an important item to represent an objective value for the evaluation of landowners' former property. The item of construction costs turned out to have the second highest importance along with the feasibility or proportional ratio of a redevelopment project in the implementation process. The association also placed importance on specific reserve fund estimation and communication with partners along with the appropriateness of conditions for raising financial expenses through discussions with the landowners, construction companies, and loan agencies. The study results will hopefully offer major information about the actual evaluation items of housing redevelopment projects and help with decision making to assess the feasibility of future redevelopment projects.
