창경궁-종묘 간 단절구간 복원사업의 공익적 가치 분석

본 연구는 조건부 가치측정법(CVM, Contingent Valuation Method)을 활용하여 창경궁-종묘 간 단절구간 복원 사업에 부여하는 국민들의 가치를 정량화함으로써 창경궁-종묘 간 단절구간 복원 사업의 중요성을 경제학적 측면에서 검토하고자 하였다. 이를 위하여 본 연구는 보다 엄밀한 연구결과를 도출하기 위해 1.5 경계모형을 활용하였다. 한편 응답자의 60.6%가 제시 금액에 대하여 지불의사가 없다고 응답하였다. 이에 본 연구에서는 이러한 영의 지불의사액(WTP, Willingness to Pay)을 보다 엄밀하게 처리하기 위해 스파이크 모형을 결합하였다. 분석 결과 창경궁-종묘 간 단절구간 복원사업을 위한 연간 가구당 평균 WTP가 1,314원으로 나타났으며, 이를 서울 및 경기도와 인천광역시 전체 가구로 환산한 창경궁-종묘 간 단절구간 복원 사업의 경제적 가치는 연간 110.6 억원에 이르는 것으로 나타났다. 이러한 연구결과는 문화유산 복원과 관련된 유사 사업에 대한 정책수립 및 집행에 중요한 판단근거로 활용될 수 있다.
Abstract
This study attempts to quantify the value of the Changgyonggung - Jogmyo Shrine severed road restoration project. Through this study, the importance of the Changgyonggung - Jogmyo Shirine servered road restoration project is expected to be more clarified. This study applies the contingent valuation method. According to estimating results, annually WTP per household is 1,314 Korean won. Consequently, the annual benefit of the Changgyonggung(palace) - Jogmyo Shrine severed road restoration project is about 110.6 billion Korean won. This study can provide policy-makers with useful methodological framework and quantitative information in the decision-making process related to the policy of cultural heritage project.
