본 연구는 시민 다수가 참여하는 의사결정을 지원하기 위한 집합적 공간의사결정지원시스템을 개발하는 것을 목적으로 하고 있다. 이를 위해 참여적 계획과 공간의사결정지원시스템 관련 이론적 배경과 연구동향을 고찰하였다. 그리고 시민에 의한 의사결정을 지원하는 실험적 시스템을 설계․구현하여, 실제 운용한 후 평가하였다. 참여의 시공간적 제약을 극복하기 위한 온라인 지도 기반의 집합적 공간의사결정지원시스템을 통해 사용자의 참여와 이용 특성을 분석하고 의사결정을 지원하는 수단으로서의 유용성을 평가하였다. 본 연구는 집합적 공간의사결정지원시스템의 이용을 통해 계획과정에서 일반 시민의 참여를 보장하고, 시민이 보유한 정보와 지식의 집합적 활용을 위한 가능성을 제시했다는 데 의의가 있다. 최근 정책과 계획 분야에서 늘어나고 있는 시민 참여를 수용하고 증진하기 위한 기술적 수단을 제안하고, 그 적용 가능성을 진단한 연구이다.
Abstract
This study aims to develop a collective spatial decision support system that involves major citizens’ participation. For the purpose, the present study reviewed theories and research trends in participatory planning and spatial decision support system. The present study developed a tentative decision making system and tested its usefulness. This study has significance in showing the possibilities of collective utilization of the citizen’s information and knowledge, and the participation of ordinary citizens in the planning process through the collective spatial decision support system. Also, it proposed technical means to accommodate and promote increasing citizen participation in the field of policy and planning and diagnosed the possibility of practical application.
