이 연구의 목적은 16개 시‧도별 고용의 질 지수를 비교 분석해 서울시 고용의 질적 수준을 평가하는 것이다. 고용의 질은 2008~2013년 중 통계청의 지역별 고용 조사를 활용해 임금, 근로시간, 상용직 여부, 직업의 사회적 위세 등으로 평가하였다. 연구결과에 의하면, 서울시 고용의 질은 동일기간 동안 전국 평균 수준을 상회하였다. 2013년 서울시 고용의 질 지수는 69.2로 16개 시‧도 중 울산, 경남에 이어 충남과 더불어 공동 3위로 나타났다. 그러나 서울의 고용의 질 지수는 2011년 이후 다소 정체되는 모습을 보이고 있어 향후 단순한 일자리 창출보다 고용의 질이 수반된 양적 확대를 모색할 필요가 있다. 고용의 질 지수를 구성요소별로 분해한 결과, 16개 시‧도는 총 9개 유형으로 분류되며, 고용의 질을 구성하는 4개 항목 모두에서 전국 평균 수준을 상회하는 유형은 16개 시‧도 중 서울이 유일한 것으로 나타났다.
Abstract
This study aims at evaluating Seoul`s employment quality level by comparing 16 municipalities at the provincial level with a series of indices of the quality of employment at the provincial level. Using 2008~2013 Korean Regional Employment Survey, the study evaluates them with indices of wage, working hours, regular working status, and occupational prestige. The quality of employment of Seoul was above the average of the whole country during the same period of time. Seoul ties Chungcheongnam-do for third place in 2013, with the index of 69.2. However, Seoul`s index has been stagnant since 2011. Therefore, it is necessary to focus not solely on creating more jobs, but on pursuing the expansion of both quantity and quality of employment simultaneously in developing more decent jobs in Seoul. A typology of 9 types is made with decomposed components of the quality of employment, and 16 municipalities are classified into each type. Seoul is the only one in the type in which all components are above the average of the whole country.
