서울시는 지속해서 대중교통망 확충을 위해 큰 노력을 기울여왔다. 그러나 아직 대중교통 서비스가 열악한 지역이 존재한다. 서울시는 이러한 지역을 보완하기 위하여 2019년 2월 서울시 10개년 도시철도망 구축계획을 발표하였다. 이것은 지역 균형발전에 초점이 맞춰진 계획안으로써, 서울시 대중교통의 공간적 형평성을 보다 개선할 것으로 평가된다. 그러나 아직 각 노선이 대중교통 형평성 개선에 어느 정도 이바지할 것인가에 대한 실증 분석한 사례가 없다. 본 연구는 도시철도 이용자 수요를 기반으로 서울시 10개년 도시철도망 구축계획의 도시철도 서비스 개선 효과를 형평성 측면에서 정량적으로 분석하는 것을 목적으로 한다. 이 논문은 도시철도망 구축계획의 형평성 개선 효과를 3가지의 연구 질문에 근거하여 검증하였다. 분석 결과, 첫째, 서울시 도시철도망 구축계획은 도시철도의 공간적 형평성을 지니계수 기준 약 0.042만큼 개선한다. 둘째, 도시철도망 구축계획으로 인하여 거주자의 형평성이 종사자보다 더 많이 개선되는 것을 확인하였다. 마지막으로 제1차 도시철도망 구축계획보다 제2차 도시철도망 구축계획이 형평성 향상에 더 효과적임을 확인하였다.
Abstract
The city of Seoul has made great efforts to expand public transportation networks continuously. However, there are still areas with poor public transport services. In order to supplement these areas, Seoul announced a 10-year urban rail network construction plan in February 2019. This is a plan that focuses on balanced regional development and is evaluated to further improve the spatial equity of public transport in Seoul. However, there is no case of empirical analysis on how much each route will contribute to improving public transport equity. The purpose of this study is to quantitatively analyze the urban rail service improvement effect of the 10-year urban rail network construction plan in Seoul based on urban rail user demand in terms of equity. This paper verified the effect of improving the equity of the urban rail network construction plan based on three research questions. As a result of the analysis, first, the Seoul urban rail network construction plan improves the spatial equity of urban rail by about 0.042 based on the Gini coefficient. Second, it was confirmed that residents' equity was improved more than workers' due to urban rail network construction plan. Finally, it was confirmed that the second urban rail network construction plan was more effective in improving equity compared to the first urban rail network construction plan.
