Abstract

The Internet and Information technologies promise to transform the way the practice of health-care is conducted in numerous aspects. Generally speaking, telehealth allows health-care professionals to diagnose, moniter, and treat patients from a remote location through the use of ICT technology. In other words, telehealth is fundamentally changing the way of healthcare delivery. Telehealth lowers medical costs and relieves difficulties regarding access to health-care professionals. Persons living in rural areas and health professional shortage area can have medical treatment through the utilization of telehealth, without visiting them. Thus, telehealth and home telemedicine-delivered care have been studied and introduced in many countries. However, there are many barriers to disrupt the development of telehealth. For examples, These barriers include reimbursement limitations, uncertain funding, malpractice, and privacy of records. This paper examined the trends of telehealth, its limitations, and the possibilities for future adoption in Korea, by comparatively analyzing the current trends of telehealth in the United States. Under the current Korean Medical Act, physicians can conduct telehealth only for medical personnels in distant places. The Amendment draft of Korean Medical Act released in 2016 allows physicians to conduct thelehealth for patients who are living in health professional shortage area such as rural and islands, remote area, chronic ill persons, elderly people with difficulties in behavior, and patients with relatively mild symptoms. Independent physicians, small hosipitals and many medical NGOs oppose the introduction of this Draft, arguing that safety of remote medical care has not beed proven, quality of remote medical care has not been guaranteed, and current medical delivery system can be collapsed. The most important thing in introducing and expanding the scope of telehealth is that the quality of telehealth should not be less than that of face-to-face medical treatment. In this respect, this paper propesed that the scope of telehealth limit persons living rural areas and health professional shortage are, chronic ill persons, and elderly people with difficulties in behavior. Also, if the efficacy of telehealth has been proven, the scope of telehealth can be gradually expanded. This paper reviewed the receptivity of doctors’ and patients’ telehealth, medical malpractice, and privacy of records and devices’ safety, with respect to the introduction of telehealth.
