Abstract
As digital learning environments continue to expand, the collection and use of learning data have emerged as key agendas in public education. Learning data, comprising logs, interaction records, and performance outcomes based on learners’ digital activities, holds significant educational value by enabling deeper understanding and timely support for learners. In South Korea, the nationwide implementation of AI digital textbooks has surfaced new challenges related to the standardization of data collection, analysis criteria, and usage protocols, which have not been sufficiently addressed. This study aims to examine the key issues across the four stages of learning data standardization in South Korean public education (collection, analysis, utilization, and management), and to provide actionable, system-level policy implications. We conducted two rounds of expert panels and in-depth semi-structured interviews with 19 professionals from diverse fields, including teaching, educational administration, academic research, and EdTech development. The study also incorporated literature review and analysis of international data standardization initiatives. Using thematic analysis, the study identified major issues such as unclear data ownership and roles, absence of standards, limited interoperability, lack of utilization guidelines, and ongoing security concerns. Based on these findings, the study suggests practical criteria and policy directions to enhance the interoperability, educational relevance, and long-term sustainability of the public education learning data ecosystem.
