Abstract

The purpose of this study is to suggest ways to activate the use of educational data through an online survey targeting data-related experts and data platform operators in the field of education. The questionnaire for data-related experts in the education field consisted of contents related to the educational data utilization status and improvement plan, the educational data platform usage status and activation plan. The questionnaire for data platform operation personnel consisted of contents related to the educational data platform operation status and improvement plans. As a result of the analysis, experts pointed out the following as difficulties in utilizing data: the limits of data provision due to personal information protection, the difficulties in identifying the data materials required by users, the complexity of the data request process, lack of information required for data analysis and the limitations of data utilization due to the limited operation of the research competition As difficulties in operating the education big data platform, they answered that there is a limit to considering the convenience of consumers due to the current lack of data experts to update the latest data and provide data tailored to consumers, and lack of budget for data platform maintenance and function improvement. In order to promote the use of educational data, the followings were proposed: the establishment of a legal and institutional basis to secure the effectiveness of data collection and use; the establishment and operation of an integrated platform to enhance the efficiency of data collection, analysis, and provision; the necessity of expanding human and physical infrastructure, such as support for data capacity enhancement. Based on the above research results, implementation plans were proposed in the policy suggestions for the establishment of legal and institutional foundations and the establishment of human and physical infrastructure. As a way to establish a legal and institutional foundation the followings were proposed: the revision of the provisions related to the provision of student information in 「the Elementary and Secondary Education Act」, the improvement of the effectiveness of the guidelines for handling pseudonymized and anonymous information in the education field, and the need to prepare a legal basis for the joint use of data among educational institutions. As a way to build human and physical infrastructure, the followings were emphasized: Establishment of promotion system for integrated management and utilization of data, Establishment of standard metadata system for data collection, linkage, and utilization, Establish a platform for collecting, analyzing, and providing educational data by institution, and establish a standard system for operation, Expansion of professional manpower to expand base of data-based education policy and administration promotion.
