대형 재난사고 이슈의 생존주기 분석

이 연구는 대형 재난 피해와 관련한 이슈들을 ‘이슈생존주기’라는 관점에서 살펴보고 있다. 지금까지 다양한 사회적 이슈를 바탕으로 이슈생존주기를 다루는 분석이 이루어진 바 있으나, 대형 재난 사고를 대상으로 하는 연구는 시도된 바 없었기에 그 의미가 크다. 실증분석을 위해 1960년대 이후 대형 재난사고 가운데 18건을 선정하였고, 해당 이슈의 기사 건수를 조사하여 자료를 구축하였다. 시간변화에 따른 이슈 생존율과 감쇠율에 관한 모형을 설정하였으며 사건별로 비교분석하였다. 분석 결과, 대형 재난 이슈는 앤서니 다운스(Anthony Downs)의 이슈생존주기 모형과 다른 형태의 지수함수적 패턴을 나타냈으며, 자연재해 이슈들의 생존기간이 다른 재난사고 이슈에 비해 짧은 것으로 분석되었다.
Abstract
This article aims to explore the characteristics of great disasters with the perspective of ‘Issue Attention Cycle’. There have very few researches on the exploration of Issue Attention Cycle on disaster damages, even though there have been many articles in terms of Issue Attention Cycle. Eighteen disaster samples are selected for the analysis of Issue Attention Cycle, while the number of selected articles are measured since 1960. An issue survival rate and an issue decay rate are operationally defined for the analysis of issue attention cycle over time. The results of this study shows that the issue on great disasters presents an exponential shape different from Downs’ Issue Attentional Cycle. It also presents that decay rate of natural disaster issue is drastically declining, while the rate of other disaster issue is slowly decreasing.
