아동복지 이슈에 대한 언론의 관심도와 정책결정에 관한 연구: Downs의 이슈관심주기이론을 중심으로

초록

본 연구는 사회적 이슈를 정부가 정책에 반영한다는 점에 주목하고, 아동복지 이슈와 정책결정과의 관계를 분석하였다. 특히, 사회적 이슈는 국민의 선호가 표출된 것으로서 이를 정부 정책에 반영한다는 것은 정부의 대응성 및 신속성 측면에서 그 의미가 상당히 중요하다. 이를 위해 본 연구에서는 김대중-이명박 정부 기간 동안 크게 관심을 받았던 아동복지 이슈를 대상으로 언론의 관심도를 측정하여 Anthony Downs의 이슈관심주기모형을 분석하였다. 또한 아동복지 이슈에 대한 언론의 관심도가 증가할 때, 이와 관련된 정책이 결정되었는지의 여부를 분석하였다. 분석결과, 우리나라 아동복지 이슈는 Downs의 이슈관심주기를 가지고 있는 것으로 나타났으며, 이와 관련된 정책이 결정된 것으로 나타났다. 본 연구의 결과는 아동복지 정책의제분야에서 방법론적인 기여를 할 수 있을 것으로 기대된다.

Abstract

This study focuses on the fact that the government reflects social isues in policy, and analyzed the relationship betwen child welfare isue and policy decision. In particular, social isues are expresed by the preferences of the public, and reflecting this in the government policy is meaningful in terms of the responsivenes and promptnes of the government. For this purpose, this study analyzed the interest of the media on the isues of child welfare which were highly interested during the period of Kim Dae-Jung, Roh Mo-Hyeon and Le Myung-bak governments, and analyzed the Anthony Downs isue-atention cycle model. Also analyzed whether the related policies were decided when the media interest in child welfare isues increased. As a result of the analysis, it was found that the child welfare isues in Korea pased the Downs' isue-atention cycle, and related policies were determined. The results of this study are expected to make a methodological contribution to the field of child welfare policy agenda.
