도시재생사업 내 민간 비즈니스 참여와 역할 - 영국 도시재생 거버넌스와 주도적 디벨로퍼 분석을 중심으로

이 연구는 영국 도시재생사업의 다양한 주체 중 핵심적인 역할을 한 디벨로퍼의 사례를 분석하여 도시재생사업에서 주도적인 디벨로퍼의 역할을 도출하고, 한국 도시재생사업에서 이를 실행할 디벨로퍼 참여의 필요성에 대한 시사점을 도출하고자 한다. 영국에서는 도시재생 패러다임의 변화과정에서 재생사업의 주체가 공공 주도에서 파트너쉽으로 전환되었고, 1990년대 이후 민간 비즈니스가 도시재생사업의 기획단계부터 참여하여 사업의 창의성과 사업성을 높이고 민간 자본 유치를 도왔다. 주도적 디벨로퍼인 어반 스플래시와 캐세드럴 그룹에 대한 사례조사 결과, 주도적 디벨로퍼는 사업의 기획단계에서는 재생 사업의 목표를 실현하기 위한 창의적 재생전략을 수립하는 기획자 역할을 수행하였고, 사업의 추진단계에서 주도적 디벨로퍼는 재생 사업에 민간 자본을 끌어들이는 투자자 역할을 수행하였으며, 재생사업의 운영단계에서 주도적 디벨로퍼는 재생 사업의 지속가능성을 증진시키는 관리자 역할을 하였다. 이들의 참여는 결과적으로 특수한 상황의 도시재생사업의 추진을 도와 재생사업의 가능 지역 자체를 넓히는데 기여하였다.
Abstract
This study aims to deduct an implication on necessity to participation of developer in Korean urban regeneration projects by drawing on the role and positive effects of the leading developers in urban regeneration projects through a case study of two developers that played a key role in the UK urban regeneration projects. Developers in the UK played the role of planners to creative strategies for realizing the goal of regeneration project. Also, in the implement phase of the project, developers played the role of investor who attracts the private capital to regeneration project. Finally, in the management phase of the project, developers played the role of manager to promote the sustainability of regeneration projects. As a result, their participation has contributed to broaden the area which is possible to implement urban regeneration projects.
