사회과 정치 참여 수업의 의미와 구성 방안 - 능동 시민성 교육 이론을 중심으로 -

초록

본 연구의 목적은 ‘정치 참여’가 사회과 수업에서 중요하게 다루어져야 하는 시민적 역량임에도 지식 중심으로 다루어지는 현실에 대한 문제 의식을 가지고 그 의미와 방안에 대해 구체화하는 데 있다. 이를 위해 정치 참여 및 능동적 시민성에 관한 이론적 논의들을 분석하였으며 도출한 결과는 다음과 같다. 첫째, 정치 참여는 시민이 공동체의 구성원으로서 정치적 결정 등에 영향을 주기 위해 참여하는 일상적인 행위이자 능동적 시민성을 구성하는 핵심 역량이다. 이에 따라 사회과 정치 참여 수업은 이와 관련된 지식, 기능, 가치태도의 획득이나 정치 참여 행위의 빈도 증진을 목표로 하는 데서 나아가 능동적 시민성을 목표로 하여 구성되어야 한다. 둘째, 사회과 정치참여 수업은 일상에서의 정치 참여와 차별화되어야 하며, 정치 참여 행위 역량을 발전시켜나갈 수 있도록 조직화되어야 한다. 이를 위해 수업을 통해 정치 참여에 긍정적인 영향을 미치는 핵심적인 요건들을 체계적으로 경험할 수 있도록 해야 한다. 우선 학급 내 공동체를 구성하여 구성원으로서의 소속감이나 책임감을 환기시키고 구성원 간의 긍정적인 상호작용 등을 바탕으로 민주적 가치를 추구하는 행위를 할 수 있도록 안내해야 한다. 또한 지역사회 등 외부 공동체와의 연계를 바탕으로 다양한 정치 참여 활동을 해볼 수 있도록 한다. 이러한 논의는 사회과 정치 참여 수업이 정치 참여 행위 역량 강화에 의미있는 방식으로 구성될 수 있도록 하는 데 시사점을 준다는 점에서 의미가 있다.

Abstract

Conceived by the problematic consciousness that only knowledge-centric lessons were provided for "political participation" even though it was one of citizens' capabilities that should be addressed importantly in social studies lessons, this study set out to propose its specific meanings and plans. For that purpose, the investigator analyzed theoretical discussions about political participation and active citizenship. The analysis results led to the following findings: first, political participation is a daily act for citizens to engage in to influence political decisions as the members of community and part of core capabilities that make up active citizenship. It is thus required to organize social studies lessons on the topic of political participation under the goal of active citizenship beyond such goals as acquiring the knowledge, functions and value attitudes of political participation and increasing the frequency of political participation acts. Secondly, social studies lessons on the topic of political participation should be differentiated from political participation in daily life and organized in a way that they can help the students develop the core capabilities of political participation acts. The students should be able to experience the core requirements that have positive influences on their political participation in a systematic fashion in social studies lessons. They should be instructed to build a community and awaken a sense of belonging and responsibility in themselves as its members, share their goals and problematic situations with others, and engage in acts of pursuing democratic values based on positive interactions among themselves. In addition, they should be able to do various activities of political participation based on their ties with the community. Those discussions are meaningful in that they provide implications for the organization of social studies lessons about political participation in a significant way to reinforce their capabilities of political participation acts.
