독일 환경교육(Umweltbildung)에서 평생교육의 방향성 탐구 : 환경교육 발전과정과 베를린 시민대학(Volkshochschule) 환경교육을 중심으로

초록

본 연구는 평생교육 현장에 환경교육이 어떻게 통합되어 실천될 수 있는가를 탐구하는 데 목적이 있다. 독일 평생교육현장에서 실천하고 있는 환경교육을 분석하여 우리나라 평생교육의 방향성에 대한 탐구를 시도하였다. 이를 위해세 가지 연구문제를 설정하였다. 첫째, 평생교육 영역에 환경교육이 통합될 수 있는가. 둘째, 독일 환경교육의 발전과정과평생교육의 방향성은 어떠한가. 셋째, 독일 평생교육기관인 시민대학에서 실시하는 환경교육프로그램은 무엇인가. 이러한 연구문제와 연구목적을 위해 해석학적 연구에 기반하여 내용분석 방법과 사례연구 방법을 활용하였다. 독일환경교육 내용에서 중요한 위치를 차지하고 있는 독일 문헌을 수집하여 평생교육학적 관점에서 해석하는 과정을거쳤으며, 베를린 12개 시민대학을 사례로 선정하였다. 우리나라 평생교육의 방향성과 관련해서 다음과 같은 연구결과를도출하였다. 첫째, 제도적 측면에서 지역사회가 직면하고 있는 환경문제 대응에 기초한 환경 아젠다와 사회환경교육을연계한 환경교육의 일상화가 필요하다. 둘째, 사회적 측면에서 인간과 교육 그리고 사회 전체가 사회적 공존에 기초하여통합적 관점에서 평생교육, 환경교육, 지속가능발전교육이 서로 유기적 관계를 맺어 상호연계 체제를 구축하는 것이필요하다. 셋째, 프로그램 측면에서 환경교육이 추구하는 생활세계 지향, 자연보호 지향, 건강지향, 자연과학과 기술지향, 세계지향으로 확장해야 한다.

Abstract

This study examined how environmental education can be integrated and practiced in the field of lifelong education. It explored the direction of education in Korea by analyzing environmental education practiced in the field of lifelong education in Germany. For this purpose, three research questions were established. First, how is environmental education is integrated into the field of lifelong education? Second, what is the development process of environmental education in Germany and the direction of lifelong education? Third, what is the environmental education program conducted at citizen university (Volkshochschule), a German lifelong education institution? To address these research questions, content analyses and case study methods were used based on hermeneutic research. German literature, which occupies an important position in German environmental education, was collected and analyzed from the perspective of lifelong education, and 12 citizen universities (Volkshochschule) in Berlin were selected as examples. Regarding the direction of lifelong education in Korea, the following research results can be presented. First, in the institutional aspect, it is necessary to normalize environmental education that links environmental agenda and social environment education based on the response to environmental problems faced by local communities. Second, in the social aspect, based on the social coexistence of human beings, education, and society as a whole, lifelong education, environmental education, and education for sustainable development form organic relationships with each other from an integrated point of view; therefore, it is necessary to build a mutually connected system. Third, in terms of programs, environmental education should be expanded to be more life world -oriented, nature conservation-oriented, health-oriented, natural science and technology-oriented, and world-oriented.
