우리나라 환경교육의 현황분석에 기초한 환경교육도시 조성 방향에 대한 검토 : A 광역시도를 중심으로

코로나 위기와 함께 미세먼지 확산을 통한 건강한 일상의 위협, 방사능을 통한 해양오염, 미세플라스틱 등을 통한 생태계 오염 등 전 지구적인 환경위기가 가속화되고 있다. 이러한 가운데에서 시민들의 환경의식 및 실천적 생활양식의 배양 및 확산은 매우 중요한 사회적, 정책적 아젠더가 되어가고 있다. 이러한 상황에서 중앙정부는 국가환경교육 종합계획의 수립을 통해서 광역시 또는 기초자치단체를 중심으로 환경교육을 촉진하는 환경교육도시 프로젝트를 추진하고 있다. 본 연구는 광역시 차원의 환경교육에 대한 구체적인 실태와 현황을 파악하고 환경교육도시 조성의 방향에 대한 논의를 검토하고자 한다. 이를 위해 A광역시에서 환경교육을 실시하고 있는 기관 및 단체를 대상으로 자료를 수집하였고 내용분석방법을 통하여 현황을 파악하였다. 환경교육도시 조성 방향과 관련해서는 다음과 같은 연구결과의 제시가 가능하다. 첫째, 환경교육도시는 기존의 평생학습도시와의 연계성 속에서 구축되어야 한다. A광역시 환경교육은 사회환경교육 분야에서 평생교육학적 접근을 가능하게 하기 때문이다. 둘째, 환경교육도시는 학교교육 뿐 아니라 직업훈련, 고등교육, 평생교육 영역에까지 확장하여 연계될 필요가 있다. 셋째, 환경교육도시는 환경교육의 공급자 중심 도시가 아니라 학습자 중심으로 재구성될 필요가 있다. 넷째, 환경교육도시는 지속가능발전교육과 연계하여 상호연계체제를 구축할 필요가 있다.
Abstract
Along with the corona crisis, a global environmental crisis is accelerating. This study examines the concrete status and current status of environmental education at the metropolitan level, and reviews discussions on the direction of the creation of an environmental education city. To this end, data were collected from institutions and organizations conducting environmental education in Metropolitan A city, and the current status was identified through the content analysis method. Regarding the direction of creating an environmental education city, the following research results can be presented. First, the environmental education city should be built in the connection with the existing lifelong learning city. Second, the environmental education city needs to be extended and linked not only to school education, but also to vocational training, higher education, and lifelong education. Third, the environmental education city needs to be reorganized into a learner-centered city, not a provider-oriented city of environmental education. Fourth, the environmental education city needs to establish a mutual linkage system in connection with sustainable development education.
