Abstract
This study analyzes how the International Baccalaureate (IB) programme was introduced and implemented in public schools, identify its outcomes and challenges, and examine the factors influencing its implementation. The goal is to derive practical implications for applying IB programmes in public education settings. Therefore, this study focuses on An Elementary School in Gyeonggi Province, a public school recognized as a model for the proactive adoption and stable establishment of the IB programme. Data were collected through on-site visits and a review of relevant documents. Additionally, in-depth interviews were conducted with seven teachers currently working at the school. The findings revealed that the implementation of the IB Primary Years Programme (PYP) at An Elementary School led to the development of a collaborative school culture, teacher professionalism, and balanced individuals through the cultivation of learner agency. These outcomes were the result of the dynamic interplay among various human, organizational, programmatic, and institutional factors, including teachers’ desire for growth, a committed leadership team, a well-structured IB programme, and institutional support within the existing constraints. However, the implementation process revealed several challenges, including teacher burnout due to an increased workload, learning gaps, adaptation difficulties among students, the weakening of classroom identity, and diminished distinctiveness of professional learning communities. These issues were interrelated and stemmed from inhibiting factors across the human, organizational, programmatic, and institutional dimensions. This study empirically demonstrates that educational change is not driven by a single factor but a complex and dynamic process shaped by the interaction of multiple elements. Based on these findings, to maintain a feasible and sustainable IB programme within public school contexts, it is essential to (1) establish a shared understanding among members of the educational community grounded in the distinct context of each school, (2) foster teacher-led leadership, (3) provide substantial institutional support, and (4) develop a localized and adaptable IB programme model.
