세계는 우리가 원하건 원하지 않건 급속도로 변화하고 있다. 그 변화는 때때로 예측 불가능하며, 우리가 원하지 않는 방향으로 일어나기도 하는 모습을 자주 목도하기도 한다. 특별히 지금의 청소년세대가 주역으로 살아가게 될 미래는 지금보다 그 변화의 속도가 가중될 것이고 변화의 범주와 영역도 다양하게 전개될 것이다. 그러므로 청소년시기부터 변화하는 세상에 적극적으로 대처하기 위하여 우리가 속한 세상(지구)을 이해하는 법을 습득하고 준비하게 하는 것은 당연한 일이다. 이에 유럽을 비롯한 선진국들은 1970년대 이후 World studies, Education for International Understanding, Sustainable Development, Citizenship Education, Global Citizenship Education이라는 여러 분야를 통하여 청소년들을 미래사회에 대비하고 반응할 수 있도록 교육을 해오고 있다. 본 연구에서는 이러한 세계에 반응하는 교육중의 하나인 지구시민교육(Global Citizenship Education)이라는 개념 고찰을 통하여 지구시민의식이 무엇인지, 어떻게 지구시민의식을 함양해야 하는 지 논의하였다. 특별히 지구시민의식 함양을 위하여 필요한 청소년지도와 지도방법의 사례를 좀 더 깊이 이해하기 위해 영국에서 지구시민교육의 역사가 오래된 Oxfam의 지구시민교육사레와 영국 중고등학교 교육과정 내에서의 시민교육 사례를 살펴보았고 이를 통한 시사점도출을 유도하였다. 결론으로는 청소년지도를 통하여 지구시민의식을 함양할 수 있기 위한 과제와 대안을 제시하였다.
Abstract
This study aims to characterize the concept of Global citizenship and Global citizenship education including world studies, global education and citizenship education. This study finds that global citizenship education is inevitable in the rapidly changing global society. It argues that societies must prepare young people with relevant knowledge and skills in the global society however, Korean society has not yet ready to equip young people with global citizenship education. Firstly, this study defines the concept of global citizenship and education, secondly this study looks at how global citizenship education is implemented through Oxfam and the National Curriculum in England. This study also describes the concept of youth education which means how to educate or lead young people. As a conclusion, it suggests that there should be the awareness of global citizenship education. Global citizenship education should be analysed as important for the future society. Secondly, this study suggests that concept youth education should be enlarged from the persona dimension to the social and global dimension especially in Korean society. Thirdly, there should be varisous ways of global citizenship education in NGOs and in schools according to the needs of young people and the importance of global citizenship education. Finally, this study argues that there should be the professional educators or youth workers for the global citizenship education, otherwise, global citizenship education would be misused and be regarded less significant than it should be.
