이 연구는 세계화의 진전에 따라 급속히 확산되고 있는 글로벌 시민교육의 개념과 목표, 그리고 내용과 관련하여 전개되고 있는 다양한 논의들을 검토하여 우리 사회의 글로벌 시민교육의 가능성을 탐색하는 과제를 점검해 보았다. 본 연구는 글로벌 시민교육이 추구하는 목표로 비판적 시민교육, 변화지향적 시민교육, 실천지향적 시민교육의 특징을 지니고 있는 것으로 파악하였고 글로벌 시민교육의 목표를 달성하기 위한 지식, 기능, 가치와 태도에 관한 학습 내용을 제시하였다. 이러한 목표와 학습 내용과 관련하여 세 가지 쟁점을 논의하였다. 그것은 글로벌 시민교육의 선택: 글로벌 연대성과 글로벌 경쟁력, 교육 내용: 지구적 보편성의 가능성 문제, 변혁적 시민교육의 가능성 문제이다. 글로벌 시민교육의 목표와 내용, 쟁점들로부터 우리 학교교육에 요구되는 글로벌 시민교육의 과제를 몇 가지 제시하였다. 첫째, 글로벌 시민교육은 지역적 특수성과 글로벌한 보편성을 교호적 의존관계로 파악하여 둘 사이의 적절한 균형을 유지하기 위해 노력하여야 할 것이다. 둘째, 글로벌 시민교육은 다양한 사고방식과 삶의 양식을 존중하고 관용하는 한편 그에 대한 비판에 직면할 수 있어야 한다. 셋쩨, 글로벌 시민교육은 다양성, 사회정의, 평등, 비판적 사고 등을 추구하면서 동시에 민주주의 가치를 그 목표들에 접합시켜 변혁적 글로벌 민주시민교육으로 기능하여야 할 것이며, 이러한 과제를 실천할 수 있는 전문적인 글로벌 시민교육의 교사를 양성하는 데 노력을 기울여야 할 것이다.
Abstract
This study aims to explore the concept and the purpose of global citizenship education, to scrutinize controversial issues of global citizenship education, and finally to suggest some developmental tasks of global citizenship education. The purpose of global citizenship education can be summarized as critical citizenship education, transformative citizenship education, practical citizenship education. Relation with the purpose and contents of global citizenship education, we can discuss some controversial issues as followings: global solidarity vs global competition; the dilemma of global universality and particularity; the possibility of transformative citizenship education. In order to enhance the effectiveness of school global citizenship education, some developmental tasks of global citizenship education can be shown as next: the harmonious balance between the particular and the universal; the emphasis of the values of diversity, tolerance, and critique; the reinforcement of democratic global citizenship education and the teacher education of global citizenship education.
