Abstract

This study is started with critical mind that all individuals or groups use the term "Democracy" in order to rationalize their own insistences and support their own profits as democracy is absolute goodness. In order to solve this, The analyzing of ancient democracy and modern democracy is tried on the basis of justifying the concept of democracy and the freedom and equality that is principle of democracy. According to the analyzing, ancient democracy is governed by majority, but it is different from the concept of self-government that all people govern and is govern by all people and from the view point of freedom and equality. There is not the consciousness about freedom as a private individual, but from the view point of participation, each individual freely takes part in community. There is more or less equality in the politics that each individual takes part in political decision-making and elects own government office. On the other hand, modern democracy is governed by more majority than monarchy and aristocracy, but from the view point of self-government, it is nothing but oligarchy and according to analyzing freedom and equality, what individual freedom is enlarged and individual equality is heightened are positively valued, but it connotes somewhat limit. In other words, democracy is political system which has never been and will not be able to exist as Jean-Jacques Rousseau said.
