민주주의와 공동체주의의 상보성에 관한 일고

올리브 나무로 대표되는 공동체, 국가, 가족, 종족, 정체성(正體性)이라는 옛 가치와 새로움과 변화 그리고 자율성, 다양성 등의 새로운 가치 간 상호작용은 오늘날 우리가 살고 있는 사회의 특징일 수밖에 없다. 이처럼 다양성과 자율성이 보존되는 가운데 사회 통합과 질서를 추구하는 양식은 민주주의와 공동체주의의 접목을 통해서 실현될 수 있을 것이다. 기본적으로 공동체주의는 자유방임주의와 극단적 개인주의와는 갈등관계에 놓여 있기도 하지만 민주주의와 공동체주의는 상호 보완적인 측면을 동시에 지니고 있다. 본 연구는 오늘날 민주의의 위기를 공동체주의의 보완을 통해서 극복할 수 있는 데 기여할 수 있으리라는 가정에서 시도되었다. 이 연구 목적을 달성하기 위한 연구 과제로 첫째, 자유주의자들과 공동체주의자들 간의 상호 논쟁을 통한 발전적 수렴 과정을 탐색해 볼 것이다. 둘째, 공동체주의의 사회통합 원리와 민주주의 운영 원리 및 그것의 문제를 고찰해 볼 것이다. 끝으로 이러한 분석과 고찰을 토대로 한편으로 공동체주의의 사회통합 원리가 민주의의 발전에 어떻게 기여할 수 있는지를 집중적으로 탐색할 것이다. 다른 한편으로 공동체주의를 보완하기 위한 민주주의의 기능과 역할을 탐색하는 데 연구의 목표를 두고자 한다.
Abstract
The interaction between an old value(community, tradition) and a new value(change , diversity) is social character in our society. A way to pursuit social integration and order in the course of preservation of diversity and autonomy is going to realize through the harmony between communitarianism and democracy. Basically, communitarianism is at enmity with the principle of laissez-faire, but lies on the relation of mutual dependence on democracy. This paper assumes that the crisis of democracy can be overcome by assistance of communitarianism. The first subject of this study is to search for the process of developmental convergency through a controversy between liberalism and communitarianism. The second subject of study is to explore the principle of social integration in communitarianism, the principle of operation and its problem in democracy. In the foundation of these analyses, this study is to search for the complementarity of function and role to aid the democracy and communitarianism each other.
