인류 문명의 변화와 더불어, 과학과 테크놀로지도 끊임없이 발전해 왔다. 그런 점에서 인류의 역사는 곧 과학기술의 역사라고 해도 과언이 아닐 것이다. 과학을 통해 발견된 지식 및 그 응용에서의 발전은 인간 문명을 개화시키고, 인류 복지를 증진하는데 긍정적인 영향을 미쳤다. 그러나 현대에 이르러 고도로 발전한 과학기술은 그 영향력이 엄청나게 커서 미래 사회에 미칠 결과를 예측하기 힘들게 만든다는 특징을 지닌다. 그런 만큼 과학기술을 연구 개발하고 적용함에 있어서 어느 때보다도 더 깊은 윤리적 성찰을 필요로 한다. 이를 위해 본 논문에서는 과학기술윤리의 성격은 무엇이고, 각 분야별로 어떤 쟁점들이 논의되고 있으며, 과학기술 연구자의 책임과 윤리에서 무엇이 문제인지를 알아본다. 그리고 미국을 위시한 선진 외국에서 과학기술 연구윤리와 관련한 지원, 규제 사례를 알아보고, 이를 우리나라 상황에 적용해서 제도적 차원에서 연구윤리강령의 제정, 교육적 차원에서 연구윤리교육 교육과정 개발을 중요 과제로 제시한다. 특히 연구윤리강령을 제정하고 시행하는 것을 제도화하기 위해서는 무엇보다도 과학기술을 담당하는 정부 당국, 각종 연구기관이나 연구소, 기업이나 병원, 대학이나 학회 등의 역할이 중요하다. 교육적 차원에서는 연구윤리 교육과정을 개발하고 실천하는 것이 중요하다. 담당 영역별 내용 구성에 관한 합의가 이루어져야 한다. 특히 윤리교육 전공자나 단체들은 과학기술 연구자 개인의 도덕적 성품이나 자질을 함양하고, 건전한 과학 공동체를 만드는 일에 앞장서야 할 것이다.
Abstract
With the change of civilization, science and technology have developed continuously. The history of civilization can be said just as a history of science and technology. The knowledge found through science and its application has served to raise the quality of human life and welfare. But the present science and technology have a great power that can threat the future of our lives, so we need to reflect more ethically the research, development, and application of science & technology than any other times. The purpose of this paper is firstly to investigate the research ethics in science -technology Ethics, and secondly to apply it into our scientific community, to seek our ethical tasks. For these purposes, I study the following : the nature and issues of science-technology ethics; science-technology researcher's responsibility and ethics; the cases of support and regulation in science-technology research. Then I present our two tasks in institutional and educational level. In former level, we have to establish and enact the codes of science-technology research ethics. The main subjects which have to take this tasks should be governmental authorities, research organizations and institutes, enterprises and hospitals, universities and associations, and etc. In latter level, we need to make and practice research ethics education curricula. It needs to select and organize the contents that the concerned can agree on. Especially, our ethics education can take an important role in cultivating the researcher's moral character and professional quality as well as making an sound scientific community.
