본 논문은 오늘날 연구환경의 변화에 따라 연구부정행위에 대한 문제의식과 연구윤리 의식의 중요성이 대두되고 있는 가운데, 이미 오래전부터 연구윤리의 확립을 위해 노력해온 선진국들의 사례를 국내 사례와 비교고찰하여 향후 우리나라가 세계적인 수준의 연구경쟁력을 확보하기 위하여 나아가야 할 방향을 제시한다. 이에 대해 각 장에서 제시하는 연구부정행위의 규정 범위와 연구윤리에 관한 제도는 나라마다 다소 상이한데 이는 한 나라의 제도와 문화는 한 사회의 역사적, 사회적, 법적, 제도적 맥락에서 성립되기 때문이다. 따라서 연구윤리의 확립을 위해서는 각 나라의 여건에 맞는 가장 최선의 방법으로 연구윤리에 관한 규정과 제도가 마련되어야 하며, 더 나아가 연구부정행위의 처벌대상 선정 및 연구윤리 교육의 강화가 필요하다고 하겠다. 연구의 부정행위를 피하는 것은 책임 있는 연구수행에 있어 최소한의 기준이며, 교육을 통한 윤리의식의 확산이 관건일 것이다.
Abstract
As the concerns about unjust research and ethical sense of research become important in the currently changing research environment, this thesis compares and investigates the case of Korea with those of advanced countries which have tried to ensure research ethics for long time so as to present Korea the direction that it should follow to get the research competitiveness in global level. The scope of identifying unjust research and research ethics institution presented in each chapter vary from country to country, because institution and culture are understood in the historic, social, legal and institutional context of a society. Thus, it is required to select the education of research ethics and the target of punishment for unjust act in the best method that is suitable to the situation of each country so as to establish research ethics. The minimum standard for responsible conduct of research and expansion of ethical sense through education are essential to prevent the unjust research. It is necessary to set up the ethical standard and procedure suitable to us in each institution on the basis that we understand our reality and to operate the educational program for university and research supporting institutions for actual education and training on the unjust research.
