현대 과학연구의 사회ㆍ정치적 영향력의 증대로 인해 연구자들의 연구윤리의식에 대한 요구는 커지고 있지만, 동시에 경쟁의 심화, 자기검증장치의 약화로 인해 부정행위의 유혹 역시 증가하고 있다. 과학기술 연구자가 처한 이러한 복합적 연구 환경을 고려해서, 정부가 나서서 연구진실성을 확립하려는 노력을 펼치고 있다.본 연구는 정부가 최근 발표한「연구윤리 확보를 위한 지침」이 과학연구행위에 미칠 수 있는 복합적 효과를 고려하며, 수반될 법한 부정적 효과를 줄이고 본래의 취지가 구현되기 위해 필요한 다양한 보완책을 모색하고자 하였다. 정부의 노력은 과학연구의 자기 검증시스템을 ‘대신’하려는 시도라기보다는 약화된 시스템을 ‘강화’하기 위한 보완적 조치이다. 따라서 과학연구자의 자율성을 훼손하지 않으면서 연구윤리 확립의 노력을 기울여야 할 것이다. 이러한 관점에서 본 연구자는 지침이 채택하고 있는 부정행위의 개념정의가 위조ㆍ변조ㆍ표절을 포함한 논문저자 표시 및 기타 행위들이기 때문에, 넓고 애매하게 정의하고 있다고 진단하고, 이에 수반될 수 있는 무고한 희생자 양산, 창의적인 연구수행의 억압가능성을 이유로 지침의 부정행위 기준은 상세화되어야 한다고 주장하였다.
Abstract
The Direction and Tasks of Code of Conduct About Misconduct in Order to Establish Research Integrity The need that scientific researcher should do responsible conduct has been increasing as much as the chance doing misconduct because of deeping competition and weakening self-examination system. The government try to establish research integrity in scientific research. This study is to investigate complementary measures to reduce negative effect of Code of Research Ethics Conduct. The Code might have an negative influence as well as good on the research, and then should not be an obstacle to scientific research. The Code should be complementary measure, but not alterative in order to establish research integrity. I suggest that the code is so broad that the government should give a more concrete explanation of the conception of misconduct.
