남북한의 사회 ․문화적 통합 중에 가치의 통합은 남북한 주민들이 통일 준비 단계에서나 통일 이후에서 핵심적인 문제이다. 이러한 가치체계의 통합이 선행되지 않고서는 진정한 남 북한 정치통합이 이루어질 수 없다. 왜냐하면 가치관이 다름에 따라 사고방식이 다르게 되면 함께 살기가 불가능하기 때문이다. 따라서 남북한이 가치관의 다름을 인정하고, 가치를 수렴시키는 노력을 서서히 이루어나가자는 것이다. 그렇다면 “남북한 주민의 가치 통합을 이루기 위한 구체적인 방안이나 원리가 무엇일까?”라는 문제에 직면하게 된다. 본고에서는 이런 문제의식 하에 남북한 간의 가치 통합의 원리로 에치오니(Amitai Etzioni)의 공동체주의에서 찾아보고자 한다. 이런 연구 목적을 위해 이 논문에서는 먼저 남북한의 이질화 상태를 탐색해 볼 것이다. 다음으로 남북한 통합의 필요성에 대해 살펴보고, 공동체주의의 통합 원리를 알아 볼 것이다. 에치오니는 사회통합의 세 가지 힘을 제시하였다. 첫째, ‘명분의 힘’ 또는 ‘규범의 힘’이다. 둘째, ‘실용적 힘’ 또는 ‘경제적 힘’이다. 셋째, ‘강압적 힘’이다. 통합의 셋 중 가장 원천적인 힘은 명분이나 규범적 우위로부터 나온다고 보았다. 이 명분의 힘을 축적하기 위해서는 가치통합으로부터 비롯된다고 본다. 가치 통합의 구체적인 방법으로 통합내의 다원성과 규범의 종합을 활용하고자 한다. 끝으로 공동체주의의 통합 원리에 따라 구체적으로 남북한 주민의 가치통합 방안을 도출해 보고자 한다.
Abstract
South and North Korean value integration is the heart of a question at this stage of preparation for unification or after unification. If we didn’t achieve value integration between South and North Korea, we couldn’t attain truly political integration. Because South and North Korean people couldn’t live together with a different sense of value. Therefore South and North Korean people must admit difference of sense of value and make constant efforts to collect sense of value. This paper depends on Amitai Etzioni’s communitarianism for South and North Korean value integration with critical mind. For a purpose of study, I will probe the state of heterogeneity between South and North Korea. Then I will look around the necessity of South and North Korean integration and the principle of communitarian integration. Amitai Etzioni contended that there were three forces for the integration of social systems. Three forces are a normative force, an economical force and a coercive force. He he contended that the most fundamental one among three forces is a normative force. Finally I try to apply diversity within unity and a normative synthesis to South and North Korean value integration.
